I. Purpose
This is a deliberative body that makes and reviews recommendations regarding salaries, fringe benefits, and other issues concerning working conditions and general welfare of all employees at Laramie County Community College and submits said recommendations to College Council.
II. Committee Composition
A. The committee will consist of the following benefited employees:
1. Voting Members - each having one (1) vote
a. Four (4) faculty representatives (There shall be no more than two from the same division/work area, excluding rotating members and ex officio members.)
b. Four (4) staff representatives (There shall be no more than two from the same work area, excluding rotating members and ex officio members.)
c. One (1) administrator
d. Two (2) yearly rotating members, consisting of the Vice President of the Faculty Senate and the Vice President of the Educational Services Staff Council (ESSC)
2. Non-Voting Members
a. Two (2) ex officio members consisting of the Director of Human Resources and the Budget Coordinator.
III. Appointment
Voting members will be elected or appointed from constituents' groups by the third week of April, and the new members will join the committee in May to elect a chair, vice chair, and recorder.
IV. Duties of Officers
A. Chair
1. Prepares and distributes agendas prior to each meeting.
2. Chairs meetings.
3. Represents the Committee at College Council.
4. Reports back to the Committee actions of the College Council relevant to Committee work.
5. Attends other meetings, as required.
B. Vice Chair
1. Fulfills the duties of the Chair in Chair's absence.
C. Recorder
1. Keeps, prepares, and distributes Committee minutes in a timely manner.
2. Maintains a file of all Committee records.
V. Duration of Terms
A. Staff members will be elected for two-year terms. Two staff members per academic year will be elected as per procedures established by the ESSC.
B. Faculty members will be elected for two-year terms. Two faculty members per academic year will be selected by division deans.
C. The administration will select one representative for a one-year term each academic year.
VI. Operating Procedures
A. The Employee Welfare Committee will deliberate matters concerning working conditions and the general welfare of all LCCC employees.
B. A written request by any LCCC employee or group concerning working conditions or general welfare, which requires deliberation by the Employee Welfare Committee, should be given to a committee member, who, in turn, will forward the request to the chairperson. This request will then be presented by the chairperson to the committee for deliberation. At the invitation of the committee, an individual or group may be invited to present the request orally. Following deliberations, the Employee Welfare Committee will vote on the proposal and then will send a written response to the individual or group making the request. Also, a written recommendation will be forwarded to the College Council in a timely manner. Action by College Council will be requested.
C. The proceedings of each meeting of the Employee Welfare Committee will be recorded. Minutes will be read and approved at the following meeting.
D. Meetings will be limited to not more than 11/2 hours unless a time extension is voted on and approved by a majority of the Employee Welfare Committee's voting members. Employee Welfare Committee will meet at least once per month September through May and as needed.
E. Six voting members will constitute a quorum.
