I. Introduction

 

Employees are encouraged to improve their job skills, as well as enhance professional and personal development through education and training. In order to assist employees in their educational endeavors, the college provides tuition limited payment waivers for Laramie County Community College credit courses and, if funds are available, credit reimbursement for courses taken outside the college. In addition, spouses and dependents of benefited employees are eligible for tuition limited payment waivers for credit courses taken at Laramie County Community College.

 

II. Tuition Limited Payment Waiver for Benefited Employees and Their

 

      Dependents Employees in benefit status and their spouses and dependents are eligible to take courses offered by Laramie County Community College and be charged ten dollars ($10) a credit hour for tuition. A dependent is defined as a son/daughter or stepson/stepdaughter or legal foster child of the employee and whose primary support is from the employee, or someone who is a dependent of the employee as defined by the Internal Revenue Service. Tuition limited payment waivers are processed as follows:

 

A. The employee, spouse or dependent must receive authorization for a tuition limited payment waiver from the Human Resources Office.

 

B. Upon receiving a request to process a tuition limited payment waiver, an employee in the Human Resources Office will verify eligibility and provide the employee with the necessary documentation. The request may be made in person, over the telephone or in writing.

 

C. A record of each person issued a tuition limited payment waiver is 

   maintained in the Human Resources Office.

 

D. Enrollment will be granted on a space available ("first come, first

   serve") basis.

 

E. All individuals will be required to maintain a 2.00 cumulative grade point

   average in order to be eligible for continued use of this benefit.

     F. Employees are expected to attend classes during non‑working hours. However, an  

        employee may be released from work for up to three (3) hours a week to attend

        class in accordance with the following:

 

1. The classes) must be related to the employee's current work assignment or potential future work assignment at Laramie County Community College, and/or a declared degree or certificate program. This shall be determined by the administrator over the work unit in consultation with the director of human resources.

 

    2. The class(es) taken during working hours shall not interfere with the

       normal operating procedures of the division/department, and require the

       approval of the administrator over the work unit.

 

III. Tuition Waiver for Adjunct (Part-time, Nonbenefited) Instructors

 

Adjunct instructors are eligible to take courses at Laramie County Community College and be charged ten dollars ($10) a credit hour for tuition in accordance with the following:

A. For adjunct instructors who teach credit courses, the tuition limited payment waiver shall be for a maximum of three (3) credit hours a semester.

 

B. The tuition limited payment waiver applies to the current semester of the adjunct appointment or the semester immediately following the appointment. Adjunct instructors teaching spring semester may request a tuition waiver for either summer semester or fall semester immediately following the spring semester appointment. This is due to the limited number of courses available during the summer.

 

C. Tuition limited payment waivers for adjunct instructors are processed in the same manner as benefited employees (II.A.- E. above).

 

IV. University of Wyoming Tuition Waiver for Benefited Employees

 

Laramie County Community College is a cooperating agency of the University of Wyoming, and because of this college benefited employees are eligible for tuition waiver privileges as follows:

A. Full-time (75 percent or more) benefited college employees are entitled to have tuition waived for the first three (3) credit hours taken in any semester.

 

B. Part-time (at least 50 percent but less than 75 percent) benefited college employees are entitled to have one-half (1/2) of tuition waived for the first three (3) credit hours taken in any semester.

 

C. In order to receive a University of Wyoming tuition waiver, college employees are required to complete a "University of Wyoming Tuition Waiver" form (Attachment 13) and have the form signed by Laramie County Community College's director of human resources as the appointing authority and the employee's supervisor. These forms are available in the Human Resources Office.

 

D. After signatures, the above form is to be taken to the Human Resources Office (Room 101, Wyoming Hall) at the University of Wyoming or, for off‑campus classes, to the University of Wyoming Outreach Office in Cheyenne for approval.

 

E. College employees are advised to present their University of Wyoming approved tuition waiver prior to payment of fees because refunds will not be available.

 

V. Credit Reimbursement for Benefited Employees

 

If funds are available, the college will maintain an education reimbursement account to assist employees with expenses. This account will be reviewed each year through the budget process. If funds are available in the budget, employees can receive fifty dollars ($50) a semester hour, or equivalent, for college or university credit earned in accordance with the following:

 

A. Credit must be earned while employed by the college and in

   benefit status.

 

B. Employee will not be reimbursed for credit earned at Laramie

   County Community College.

 

C. The educational reimbursement account is within the vice 

   president of instruction's budget.

 

D. Due to tuition waiver benefits offered to college employees by the University of Wyoming (IV.A.-E. above), semester hours earned at the University of Wyoming will be reimbursed at a rate equal to $50 a semester hour after the first three (3) credit hours in any semester.

 

E. Employee is required to earn a "C" or above, or a "P" (if taking on a Pass/Fail basis) or an "S" (for satisfactory completion of course).

 

F. Employee is eligible to receive reimbursement for a maximum of ten (10) semester hours (or equivalent) earned a year. The ten-hour maximum is based on a fall through summer academic year beginning September and ending August.

 

G. Reimbursement will be processed as follows:

 

1. Employee must submit original grade report or official transcript to the Human Resources Office. This document will be placed in the employee's personnel file.

 

2. An employee in the Human Resources Office will prepare a voucher and submit voucher and copy of grade report/transcript to the vice president of instruction for approval of reimbursement. The vice president of instruction will submit documents to the Accounting Office for payment.

 

3. A reimbursement check will be issued to the employee from the Accounting Office in accordance with normal vouchering and payment procedures.
